FloPoCo has been a standard for optimized, custom Floating Point in the FPGA community for decades. It is the go-to tool and body of knowledge to find high-quality implementations. A large body of work is published around the tool, and much work builds on the primitives these provide.

I'm not completely certain this is the key representative paper, but it looks like a promising one. I'd be happy if someone suggests a more appropriate paper within this line of work to highlight.
