High-quality, deterministic parallel placement for FPGAs on commodity hardware

This paper was recognized in the FPGA20 roundup as one of the most significant papers form the first 20 years of ISFPGA. However, since it was published in 2008, it failed to meet the "published at least 10 years prior to nomination" (or induction) requirement and was not automatically included in the Hall-of-Fame when it was created in 2017.
